On the Secretary of State’s web-site, it is called as 100% of precincts reporting, with Cao as the winner by 3%!] Malik seems to be holding steady at 3% (which may become bigger with certified results, because often pollworkers do not bother calling in third party numbers on election night.) In the Louisiana race for Congress, 2nd District, at 9:53 pm, the Secretary of State’s office reports: Four percent of precincts reporting: Joseph Cao (Rep) at 56% William Jefferson (Dem/incumbent) at 39% Malik Rahim (Green Party) at 4% Gregory Kahn (Libertarian) at 1%
